Schwarzenegger Seeks Broad New Budget Powers To Avoid Deficits

It would be capped at 15 percent of the budget and could be used only to help with the next downturn.

Schwarzenegger gleaned the idea from former President Bill Clinton, who had similar budget powers as governor of Arkansas.

He said it would put an end to the feast-and-famine cycle of California budgeting.

"For several years, we kept the budget wolf from the door, but the wolf is back," Schwarzenegger said, addressing state lawmakers in the Assembly chamber two days before he is to lay out a budget for the coming fiscal year filled with deep cuts.

"We cannot continue to put people through the binge and purge of our budget process," Schwarzenegger said. "It is not fair. It is not reasonable. It is not in the best interests of anyone."

Revenues have tapered off with the slowing economy, and Schwarzenegger is grappling with a projected $14 billion budget gap over the next 18 months.

Maxey chatted with Rodriguez a couple of days after his "white light" vote on Craddick. "I said, 'Well, that could come back to haunt you, but I'm pleased you had the integrity to cast your vote in that way.' Then he said, 'Hey, I've got to go. I've got a meeting with the Speaker.' That," Maxey went on, "told me more than anything else about Eddie's political courage. For him to tell Tom Craddick to his face how the [budget cuts] affected his district ... very few people have the political maturity to do that. It's very rare to find people willing to sail into the wind and have the ability to move forward while sailing into the wind."

When Craddick handed down assignments two weeks later, Rodriguez, to his own surprise, was assigned seats on two of the committees he requested – Pensions and Investments, and Urban Affairs.

Credit crunch imperils lender

Angelo Mozilo, chief executive of Countrywide Financial Corp., has been fond of saying that the company became America'sNo. 1 mortgage lender by being smarter than the competition.

In a harangue to Wall Street analysts early last year, the combative Mozilo denounced upstarts for shoveling out too many loans, too easily, to too many people with bad credit, heavy debt and skimpy income.

His latest catch was the biggest: four felony enticement charges against a town mayor, who after his arrest called Murray up and begged him to make the case go away.

Nineteen other defendants have included a Missouri furniture company executive, an Arkansas professor and a Tulsa, Okla., school security guard. Ten of those men have been convicted and sent to prison. One was deported. The other cases are still pending.

The defendants ranged in age from 24 to 62, with an average age of 39.4 years, and mainly come from Missouri, Arkansas and Oklahoma, Diamond police said.

Internet child safety experts say police officers like Murray are heroes who do good work at the cost of wading through the muck of online pedophile fantasies.

"He's a trailblazer.

Barack Obama (Ill.).

"I cannot make that commitment," added former senator John Edwards of North Carolina.

And Sen. Hillary Rodham Clinton (N.Y.) put it simply when she outlined the dilemma that Democratic presidential aspirants face on Iraq.

"It is very difficult to know what we're going to be inheriting," the party's front-runner said.

After President Bush's announcement this month of a limited troop drawdown and a continuation of the "surge" strategy through next summer, the key question for centrist Democrats in the presidential race is no longer whether U.S. forces will remain in Iraq but what size, mission and length a post-buildup, post-Bush force would take on.

Even if the Democratic hopefuls decline to offer specifics, some of the people mentioned as possible defense secretaries under a Democratic White House offer a vision of a U.S.

Monday wild card

And so, I'm making a plea to all of you to help me out with material. Apart from not being as smart, talented, or handsome as Dave (above), I have two other key disadvantages:

I live and work in Spokane, and don't get over to North Idaho much. So I don't have much of a handle (pun intended) on the local political scene. I try to keep up with the blog, but I'm not going to sit here and pretend to know what I'm talking about when it comes to Gozzer Ranch yacht wars or Marty Fortier.

I'm doing this in addition to other work, so I'm not able to spend much time crusing around looking for things to post.

And so - your help this week is crucial to keeping the blog flowing. Don't be shy about suggesting items to post, and please don't worry about insulting my intelligence or whatever by explaining at length why a particular post is noteworthy.

How to make mountainous student debt less huge

There's student loan debt. And then there's student loan DEBT.

The former is the $20,000 in loans of the typical college graduate. The latter is four or six times that amount, typically racked up by those attending grad school at an elite university or medical school.

Video: Marching into battle to save their post office

Campaigners fighting to save the crucial community asset launched a Save Barnwell Post Office Campaign website to attract people to the petition. And only last week, 200 people marched from the three miles from Barnwell to Oundle to highlight just how far people will have to go to nearest post office and by their groceries.Campaign secretary Heather Hanlon, who sits on the parish council, said the reaction to the potential closure had been overwhelming.Mrs Hanlon added: "We are amazed as to how the community has taken to it. More than 300 people turned up to our first meeting and then 200 people showed up for the protest march."We were surprised they decided to close Barnwell Post Office because it's so busy, has fantastic opening hours and serves all the local businesses."Pam and Ron are a marvellous couple, the hours they work are absolutely astounding.
