Wisconsin only state left without a budget

And while the budget is pending, lawmakers and the governor are free to shake the trees for campaign donations.
"All the things that contribute to gridlock, we have," said Todd Berry, president of the nonpartisan Wisconsin Taxpayers Alliance. As the two political parties become more polarized, it's harder for compromises to be reached, said Mike McCabe, director of the government watchdog group the Wisconsin Democracy Campaign."Instead of being pushed toward compromise, they're being pulled toward the extremes," McCabe said.Even though current spending is continuing during the impasse, Democratic Gov. Jim Doyle and others warn that not passing a budget soon will result in higher property taxes, cuts in health care services and a breakdown in public safety.Republicans are cheering the logjam. As they see it, not having a budget means none of the more than $1 billion in tax increases Democrats want will ever see the light of day.

Inside a GOP Effort To Rig The 2002 New Hampshire Elections

Raymond said it was Tobin who first phoned him 2 1/2 weeks before the election and asked if he could jam Democrats' phone lines, connecting him with Charles McGee, the executive director of the New Hampshire GOP.

However, he said, when he phoned Tobin after Sununu's 19,000-vote election victory to tell him that a Manchester, N.H., police officer was looking into the scheme, Tobin responded, "I don't know what you're talking about."

Raymond said he was seething with anger in the ensuing weeks as he read news reports of McGee denying knowledge of the scheme.

In early 2003, Raymond recalled, the state GOP wrote to demand its money back.

"They were going to throw me under the bus," Raymond wrote, "but first they wanted to check my pockets to see if there was any cash there."

Raymond and McGee pleaded guilty to harassment charges.

50 Guard members leave for deployment

I knew it would eventually come," said Anthony of being deployed with his diminutive 19-year-old daughter, who enlisted in the Guard in February 2007. “I support her 100 percent," he said.

Mei, whose mother is a member of the Navy Reserve, said she had always wanted to join the military, but with going to college full time, it worked better in the Reserve.

Mei, a 2006 graduate of Western Reserve High School, is studying chemistry and French at the University of Akron.

“I want to feel like I'm my own person, but since it is my first deployment, it will be good to have my father with me, who has been through it before," she said.

Anthony, a truck driver for Ohio Structures, has two previous deployments, one to Croatia and the other to the Middle East.

Anthony and Mei were like a lot of other people in uniform, and out, at Crossroads Church on Friday: Ordinary people doing extraordinary service and sacrifice for their country.

Government wasting money

But with all the budget cuts, checking out possible drug houses has lost some of its priority. It has nothing to do with who owns the property. It just takes longer now than it did before to get something done. And believe it or not, it is harder to evict people without concrete evidence than you think. Even when people are on a month-to-month basis, they can take you to court. Plenty of lawyers to take that one on, especially if they say it is racially motivated.

Court weighs benefits for same-sex partners

You can exist as long as we don't acknowledge you exist," he said.

Depending how the high court rules, benefits for gay couples may continue because conservatives who drafted the marriage amendment don't appear to have big problems with the new benefit policies at least legally.

"They may be constitutional. I don't anticipate further lawsuits on that particular question," said Gary Glenn, president of the Midland-based American Family Association of Michigan.

But Glenn and the AFA still oppose same-sex partner benefits.

"From a standpoint of public policy, we don't believe the taxpayers of Michigan should be forced to subsidize behavior the majority of citizens believe is wrong," he said.

The redesigned policies' legality could be on the back burner Tuesday when the Supreme Court hears an appeal by 21 gay couples who lost their right to benefits for both partners in the appeals court, although those who had them have kept those benefits while the case is being appealed to the Michigan Supreme Court.

Raiders coach under fire

But Davis' infatuation with Kiffin soured as soon as the 2007 NFL draft, when Kiffin pushed the owner to dump an uncooperative Moss, who happened to be the owner's prized receiver, said sources familiar with the personnel move. The Green Bay Packers made overtures to acquire Moss before the draft but Davis was reluctant to close a deal.

On April 29, Davis reportedly contends that Kiffin insisted Moss be dealt to the Patriots in exchange for a fourth-round pick. That selection, the 110th overall, turned out to be cornerback John Bowie, a player who was activated for only two games last season, played in one game and made one tackle.

Davis closely monitored the resurrection of Moss, who went on to catch an NFL-record 23 touchdown passes in the 2007 regular season.

Kagara halts open pit mining after heavy rain

ZINC and copper producer Kagara has ceased open pit mining at its operations in North Queensland as heavy rain lashes the region.

Executive director Joe Treacy said open pit mining had ceased at the Balcooma and Mt Garnet operations west of Cairns, but no impact on production was expected.

"There is no open pit mining going on at the moment,'' Mr Treacy told AAP.

"They are copping a bit (of rain) and the prediction is that they will get it for a bit longer.''

Heavy rains and flooding last year resulted in a pit wall slip at the Balcooma deposit and the closure of roads, impacting on Kagara's production.

Mr Treacy said the company had learnt from last year's weather event and established large stockpiles of ore at its producing sites.
